1. What is Regulatory Cost Model Calculator ? The Regulatory Cost Model Calculator is a web-based tool developed by the Development Academy of the Philippines to estimate the costs incurred by regulated entities to comply with a regulation and those incurred by regulatory agencies in administration and enforcement. It calculates costs faced by the government, businesses, and citizens using an activity-based costing model.
Important! The DAP RCM Calculator is meant to provide an indication of the size of compliance costs and is not intended to provide exact costs.
2. Who can use it ? The DAP RCM Calculator is for anyone - government, businesses, and citizens - who wants to calculate the costs of existing or proposed regulations.
3. What are compliance costs? Compliance costs are the costs that are incurred by businesses or other parties at whom the regulation may be targeted in undertaking actions necessary to comply with the regulatory requirements, as well as the costs to the government of regulatory administration and enforcement.
4. Where do I get information on compliance costs? You can initially source information on compliance costs from secondary sources such as discussion papers, research reports and so on. To validate preliminary information initially sourced and find out information that is not available anywhere else, you need to talk with the various stakeholders affected by the regulation under consideration through the conduct of consultations. In doing so, you need to record where you found the information and the assumptions made.
